Barnes Baron Peng Dingkang, CH, PC (Christopher Francis Patten, Baron Patten of Barnes, May 12, 1944 -), governor of Hongkong before the transliterated as Bai rattan, the British Conservative Party politician, he served as Minister of the environment and the chairman of the Conservative Party (non party leader, the leader for John Major), at the end of 1992 was appointed governor of Hongkong, in the 1997 saw the sovereignty over Hongkong.
