I have now completed the assessment of you application for a permanent resident visa as a XXXX class, I have determined that you do not mee therequirements for immigration to Canada.
以上这段是开场白，说明评估过申请人的申请并已经拒签。
Section 13(1) XXXX 有的详细的说明会在此处给出引用的条款说明为何拒签。
有的简单的拒签说明就是在许多选项前选你被拒的一项打叉。
我只见过纯英文的拒签信。
