mask rcnn：module ‘keras.engine‘ has no attribute ‘Layer‘

报错原因，各库关系版本关系不对应
步骤1：

pip3 uninstall keras -y
pip3 uninstall keras-nightly -y
pip3 uninstall keras-Preprocessing -y
pip3 uninstall keras-vis -y
pip3 uninstall tensorflow -y
pip3 uninstall h5py -y

步骤2:

pip install tensorflow==1.13.1
pip install keras==2.0.8
pip install h5py==2.10.0
