改革开放以来,中国经济飞速增长,财政支出作为调节宏观经济政策的工具,起着重要的杠杆作用,为我国经济飞速发展做出了重要贡献,本文通过分析社会主义市场经济时期,我国财政支出的发展情况,我国财政支出的结构,以及其存在的问题来思考怎样深化我国财政支出结构改革,扬长避短,在吸取外国成功经验的同时,根据我国经济发展的实际情况,具体问题具体分析,制定相关的财政支出政策,调整财政支出结构,从而使我国的财政支出政策和财政支出结构能够适应社会主义市场经济下的经济发展,更加有效的发挥作用,促进经济高速、健康、稳定的增长。
　　Since the reformation and opening in our country China’s economy has been growing rapidly and China’s fiscal expenditure as the tool for adjusting macro-economy have been playing important leverage roles。Through analyzing the development history of China’s fiscal expenditure,the structure of China’s fiscal expenditure,and the problems existed,during socialist market economy period,this article discusses how to deepen the reform of China’s fiscal expenditure,and on the basis of absorbing the successful experience from foreign countries and combining China’s practical situation establishes associated policies about fiscal expenditure,adjusts the structure of fiscal expenditure,so as to adapt China’s fiscal expenditure policies and structure to China’s economy development in socialist market economy conditions and play their role more effectively,and hence promote the rapid,healthy,and stable growth of the economy。
　　本文运用了凯恩斯宏观经济学,统计学统计方法,分别从宏观经济学角度和统计学角度,分析了财政支出与经济增长的相关性。运用SPSS软件对社会主义市场经济时期（1992年~2007年）我国财政支出与GDP数据的进行回归分析,建立回归模型,分析财政支出对经济增长所起到的作用,并提出具有现实意义的结论与建议,为其提供理论上的分析和指引。
　　Utilizing Keynesian Macro Economics and statistical method in statistics,and from the point of view of macro economy and statistics,respectively,this article analyzes the dependence of economic growth on fiscal expenditure。And utilizing SPSS software the regression analysis of China’s fiscal expenditure data and GDP data during socialist market economy period (1992-2007) is carried out,the regression model is established,and the effect of fiscal expenditure on economic growth is analyzed,in addition some conclusions and suggestions that have practical significance are proposed and the above mentioned analysis and model will provide them with theoretical analysis and guidance。
　　本文共分为四个部分,第一部分,分析我国财政支出的状况,第二部分,深入研究我国财政支出的结构,第三部分,建立模型分析财政支出与我国的经济增长关系,第四部分,研究我国财政支出结构和财政支出政策所具有的问题,并提出建议怎样优化财政支出结构。

　　This article consists of four parts。The first part analyzes China’s fiscal expenditure status; the second part deeply studies China’s fiscal expenditure structure; the third part models and analyzes the relationship between the fiscal expenditure and the economic growth of China; and the fourth part studies the problems existed in China’s fiscal expenditure policies and structure,proposes some suggestions for optimizing our fiscal expenditure structure。
