The absolute uri: http://java.sun.com/jsp/jstl/core cannot be resolved in either web.xml or the jar

错误原因：

配置项目代码忘记是什么原因，一直有问题先后改了好几个tomcat里的文件，当时根据网友建议将apache-tomcat-8.0.26confcatalina.properties中的：

tomcat.util.scan.StandardJarScanFilter.jarsToSkip=

改为了:

tomcat.util.scan.StandardJarScanFilter.jarsToSkip=*.jar

之后项目运行遇到此问题。
