是由于升级后apache 配置文件变化，没有导入新的apache 环境变量。
执行 source /etc/apache2/envvars，发现依旧报错
需要加载一下ssl模块：执行 sudo a2enmod ssl；执行完成后加载新的配置并重启apache成功。
