使用kaggle API从kaggle下在数据集，在执行pip install kaggle出错。
ERROR: Cannot uninstall 'certifi'. It is a distutils installed project and thus we cannot accura which files belong to it which would lead to only a partial uninstall.
或者是执行kaggle API 下载命令时出错。
kaggle: command not found
这两种错误都是因为kaggle模块没安装好。
解决方案：降低pip版本（用完之后可以更新成最新版本）
pip install pip==9.0.1
然后重新安装kaggle
pip install kaggle
kaggle已安装好
可以通过kaggle API 命令在linux顺利的下载数据了！
