查了百度的解决方案只能说是完全不适合当下的情况——没用
在其官网上才找到了解决方法：
Install from mirror in Chinanpm install -g mirror-config-china --registry=http://registry.npm.taobao.org npm install node-sass
实测有用， 希望我以后查问题第一个就能想到官网而不是百度吧。
安装复制在终端等待一会就行了
