refuse和decline作动词都有“拒绝”的意思。但refuse指坚决地拒绝，通常通过行动来表示或通过言辞来表达，语气比decline强。decline指有礼貌的拒绝，婉言谢绝，通常是用言辞来表达。
refuse的用法（1）She refused to go there alone.
她拒绝一个人到那里去。
（2）She asked him to come with her, but he refused.

（3）He refused a second cup of coffee.
他谢绝了第二杯咖啡。
（4）The suggestion seems too good to refuse/turn down.

decline的用法（1）My wife declined Mrs. Green's invitation to dinner.

（2）Poor as he was, Mr. Brown declined a large sum of money from the charity.
布朗先生虽然很穷，却谢绝了慈善团体的一大笔捐款。
（2）We agreed to offer him a lift but he declined.
