应该是前一个。因为percentage是百分比的意思。例如：the percentage of girls is 40%。对这句话中40%的提问当然就是what's the girls' percentage?or what is the percentage of the girls。而percent意思是百分之,就是百分号的英语表达方法。例如：40%,也可写作：40percent。读作：forty percent。
