come up 在这里是做主动语态的,被动语态则句子的原型应为sb comes up with a plan,既然是主动语态那空里的成分（_______ at the meeting ）就是修饰the plan的,什么样的plan,会上提出的plan,所以是the plan + which came up + at the meeting
显然这里没有这个选项,那么就变换形式,which came up可以直接转换,去掉which,变ing形式,即coming up,就好啦。
