两者均可。
fail the test中的“fail”作及物动词用,fail in the test中的“fail”作不及物动词用。fail的词性为及物动词或不及物动词,均有“不及格”的意思。
比如：failed algebra twice,意思是代数两次不及格；也可以写作：failed in the algebra test twice。
