in spite of 后必须加名词,而非句子（因为in spite of是个介词短语,后加名词）。如果选B,就变成一个独立句子,肯定不行。选C,that has been said为定语从句,修饰先行词all,对。
after finishing中省略主语,可以省说明与主句主语一致,为he,he与finish这一动作间的关系为主谓关系（即要用主动语态）,非谓形式只能选finishing
