Generalized System of Preferences refers to the general, non-discriminatory, non-reciprocal tariff system given by industrialized countries to developing countries or regions。 Transparency Principle is applied to members of the World Trade Organization (WTO)。 Members must publish all trade-impacting laws, legislation, administrative regulations and decisions, and any agreements between governments and departments that have impacts on international trade。 There should be speedy publication, and there should not be implementation before the publication。 Prior to publication, tariffs and taxes should not be increased。 At the same time, members should inform the WTO about these laws, regulations, and changes。 WTO and its members can understand these changes in a timely fashion, and can make decisions regarding their own trading activities。
