As it stated in the second last paragraph,China is "facing complaints by Western companies that they have unfair advantages"。China took advantage of her resources such as cheap labor,provided the consumers the cheapest price possible,therefore occupying the world energy market,and reduced world competition。To other countries,profit from energy-related exports has been reduced,which might have resulted in anger。That's my understanding。。。
