关于both.and与neither.nor的问题

oth。and。。。什么和什么两者都。。。,谓语动词要用复数形式。
而neither。。。nor。。。既不。也不。,或者什么和什么两者都不。其谓语动词要采用"就近原则"即就是谓语动词的人称形式要由nor后面的人所决定。
例如:Neithre I or Tom wants to buy the book。
Neither the teacher or the students want to go on walking。
