is english teaching overemphaisized in chinese education

i think it is。。a yes。。
because many public school in china force (well,kind of force ) students in Gr 3 start learning english。
and some of the private schools even let students learn english start in kindergarten。
PS:this question is not suppose to be ask in here。。it should be in the "教育/学业/考试" section。
